The St. Francis County Circuit Clerk's Office is located in the main courthouse building at 313 S. Izard in Forrest City, AR. Bette S. Green serves at the Circuit Court Clerk and Ex-Official Recorder of St. Francis County. There are also five deputy clerks serving the citizens of St. Francis County in this office.
The primary duties of the St. Francis County Circuit Clerk's office revolve around filing, docketing, attending court, issuing of notices, records management and reporting to the Administrative Office of the Courts. It is the responsibility of the Clerk to docket cases of the respective courts, issue summonses,subpoenas,writs and warrants related to each case, attend court and swear witnesses. The Clerk maintains the records of the civil, criminal, domestic, and juvenile divisions ofthe Courts. Fine and collection court and drug court records are also maintained in this office.
In addition, duties of the office in the capacity of Recorder include recording all deeds, mortgages, and conveyances of land and building lying within the county, as well as maps and plats of newly laid out subdivisions. Other duties assigned to the office of Circuit Court Clerk include the recording of powers of attorney, liens on real property, soldier's discharges, performance bonds and public official bonds.
The Clerk's office, along with the St. Francis County Sheriff's office, work together regarding the filing of Petitions for Orders of Protection, which are taken care of in the office of the Circuit Court Clerk. This paperwork can be completed in the Clerk's office, or Counseling Services of Eastern Arkansas may be contacted for assistance in this matter as well. The Sheriff's office handles the serving of court orders in these matters.
It is also the responsibility of the Clerk to prepare a list of prospective jurors. Serving as a juror is one of the highest duties in the democratic system of government. If a prospective juror has a scheduling or medical conflicts, these issues must be presented to the judge, as the judge is the only person who can excuse someone from the jury. A juror call-in number is in place to keep jurors informed as to when they will be needed. Jurors are paid $20 each day they are asked to report for jury duty. If selected to serve in a jury trial, jurors are paid $50 each day they serve. All checks will be mailed at the end of the term of Circuirt Court.
